I found a way to do summer and winter hours. Here's the scenario:

Our office has summer hours from 8 - 3:30 (no break) M-F and winter hours of 9 - 5 M-F with office closed lunch break from 1 - 1:45.

This post from mortenjorge inspired me on how to use an extension for break times.

I began by setting up two extensions:
101 - Summer Hours
102 - Winter Hours

and two IVR's called "Summer Hours" and "Winter Hours"

On each extension, I selected the Forwarding Rules - Auto Switch option and set the respective hours for summer and winter operation. On the winter extension, I also set the break times.

On the call forwarding for "Available" I set Ext 101 to forward to "IVR 801 - Summer Hours" and Ext 102 to "IVR 802 - Winter Hours". On both Extensions, I set "DND" forwarding to my Office Closed IVR. On Ext 102, I also set "Away" forwarding on 102 for the lunch break announcement.

Last, I amended the incoming rule to forward all main line calls to Ext 102 (as it is currently winter hours there). As long as the call arrives during hours of operation it is forwarded to the Winter Hours IVR (With Winter hours stated in the IVR recording). If the call arrives after hours, it goes to the Office Closed announcement. If it arrives during the lunch break, it goes to that recording.

The beauty part is, to swap between the two, I just need to update the incoming rule. One change and in seconds, I can swap to ext "101 - Summer Hours" with the Summer Hours IVR already set up for summer hour announcements and no break times.

If you need more time brackets added, like "Fall hours," just create another extension and set it up as required.

I hope this can help someone in the same situation.
