How to NOT play licensed limit reached to inbound callers?

Is there a way to make this not play and just play a busy signal.

I have the trunk set to 4 calls and a 4sc license, but if an internal call is connected and 4 more call in we will get that. Its rare but happens. Is setting the trunk to 3 calls the only way to do this.?
