I have a secondary SIP trunk that i want to use for testing.

Im not able to get calls out of this trunk. My primary trunk is set up to route calls out my main trunk if they start with + or 0

On my secondary test trunk i've added calls to numbers starting with prefix +,0 but also have extensions 1201,1202 etc shold route out of the secondary trunk but they keep going out of the first main primary. I've tried removing +,0,11111 from the settings of the test trunk but calls still route from my primary.

If i remove +,0 from my primary trunk will that stop calls routing out of the main trunk completely? If there is no rule in the outbound then calls won't where to route out?

Outbound rules are evaluated from the top and the call will be routed from the 1st compatible outbound rule. If you want to route calls though your second trunk I would recommend using a different prefix and the strip it in the outbound rules.

So for example you can set up your second outbound rule with prefix 9 and strip digits 1. So each time you dial a number starting with 9 the call will go out your second trunk.

A general rule with outbound rules is that the more specific the rule the higher in the list it should be.

So for testing, outbound rules allows me to select a group. If i created a group containing all users except for myself. If i attached that to the main SIP trunk outbound rule i should be blocked from using the main and automatically get routed to my secondary test trunk?

Yes if you set it up correctly.
