Hi, my local number is 909-xxx-xxxx. is there a way not to dial the 909 and just enter the 7 digit for all 909 area code?

You can, but, as more and more areacodes are introduced (splitting and overlays), if they aren't already, people are going to have to become used to dialling 10 digit, locals numbers on all devices. With the possible exception of places with very low populations. If you feel you have to, you can add an additional 7 digit rule, that will always prefix one area code. Place that above the current 10 digit rule.
