As this isn't anything specific to 3CX you should consult your IT person or another HyperV resource for this question. A quick google search will also give you a number of useful results.

i need to set at static Mac for the Debian vm, I need the use which Mac ? hyper v host Mac ?

The instructions assume you already created a VM

1. They tell you to find what MAC the VM has now (AFTER you got it running).

2. Then, they tell you to copy that MAC, and go set it as static in the Hyper-V manager.

The result will be that whatever MAC your VM had, will remain the same forever.
 
Ive never set up a static MAC on any of the installs i've done and they've all been fine.

It's meant to prevent some issues, so I would reconsider this approach in the future.
You can always convert your existing HyperV VMs to static
