Importing Phone Book

We are about to install 3CX at our office and would like to create a phone book in advance of the installation. However, the only example of a .csv import file that I found here contains phone numbers that I cannot recognize. I am unsure if the phone number format needs to include the country code and if any local dialing prefix is needed.

For example, assume that I want to dial France from the USA. The local number in France looks like 0612345678. If I was to dial this from my cell phone, it would be +33612345678, where 33 is the country code and + denotes the access code. At my desk, I would have to replace the + with 011, so that I would dial 01133612345678.

So what do I put in the 3CX .csv import file for this phone number: 33612345678 (country code, area code, number) or 01133612345678 (access code, country code, area code, number)?
 
In 3cx contacts put the number only - 33612345678 and let the outbound dialing rules dictate that if its length doesn't match 7,10, or 11 digit dialing common in the US, then prepend with 011 for an International call.
