Inconsistency in users displayed

Greetings all,

During a PoC training, I setup a system with about 10 users.
3 users (102,, 200, 300) have the right to access management console, with manage all extensions, administer SIP Trunks, Generate reports, and Allow download of recordings.

When any of those users go to the management console with their own credential, not all users are displayed under Extensions.
When user 200 logs in, he sees all users but 102
When user 300 logs in, he sees all users but 102

If I remove the feature "Right to access management console" from 102 ,then 102 shows in the list of users to 200 and 300.

Any hints?

Users with rights to access management console can't see other users with the same rights.

Users with rights to access management console can't see other users with the same rights.

Why can user 200 see 300, 300 can see 200, and 102 can see both 200 and 300.. while they all have the same management rights.
