I have a client who has number for each state in USA and they want to select use dedicated caller id for each state. So I am trying to find a way if I can create a caller ID rule by pushing through prefixes for example if I dial 44 - 646-868- then it should dial New York number

You can do this with outbound rules. For each rule, you would specify a prefix and the Outbound Caller ID within the outbound rule that will be presented when a call is passed through the outbound rule when the prefix is used before the dialed number.

this clearly means I have to create multiple sip trunk for each number.....

It can be done with one provider! As long as the provider supports calls from different caller IDs.
