Like to find out is this Talk URL auto reply message can be change, user received this message when the other party is away status

I am refering to individual Talk URL , below is what i see form my interface

It is not very clear explanation, under Voice&Chat you can see the the list of sip trunks and already configured Live Chats.
From there you can select the Live Chat and edit as per my previous screenshot.

i understand that your direction the user must has admin right to enter to voice and Chat, how our invidual normal user right, can he/she customise his/her talk URL auto reply message

The user Talk url behavior cannot be customized but instead you can create a Live Chat and route it to the user directly. This can be customized.
