Are you using the official supported model with the supported template and firmware?

Also, be sure to set your Tone Set correctly for your country/provider.

I had this kind of problems on our Beronet gateway, I just contacted Beronet to resolve this.

What type of gateway is it? If it is PSTN, then you can set it to recognise the disconnect tone used by the provider, as mentioned. The more reliable (and quicker) method, if offered by the provider, is CPC (called different names) http://www.sandman.com/cpcbull.html . Check to ensure it is enabled.

I think it is highly likely your are using an analogue/FXO device. There are a few posts on these forums (and others with similar sorts of issues) see this one for some tips: https://www.3cx.com/community/threads/pstn-lines-stay-active-on-hang-up.2276/

If you want assistance with where to find these settings let me know, I know the Pattons interface and CLI pretty well. I would also recommend checking and updating the devices firmware also: https://www.patton.com/support/upgrades/

As with what @INDY_Mathieu says also contacting Patton support is normally the quickest way to resolve this, however if you want a little help on here (and to learn at the same time) try troubleshooting the Patton yourself with the following (and again I am assuming you are using FXO and a gateway running smartware and not the newer Trinity OS):

Login to the CLI:

enable
show running‐config
debug call‐router
debug call‐control
debug fxo
debug ccfxo
debug context sip‐gateway signaling detail 5
debug context sip‐gateway transport detail 5
debug context sip‐gateway error

Replicate the issue fully.

Type in "no debug all" and send the logging via txt file to either Patton or myself for analysis.
