Multiple SMS Queues with Single number

Is there a way to create a SMS Queue so that all inbound messages go to "Group A" Agents (i.e reception team), whilst still allowing "Group B" Agents (all other users) to send outbound messages and recieve transfered messages but not see the initial inbound message when its first recieved?

I am afraid not. The SMS feature is design so that everyone that can receive can also send. So for users to be able to send SMS they need to able to receive them.
The only solution that comes to mind is to have one number for receiving and a different one for sending for Group B. Of course if anyone replies to that number or decides to use it at a later date, Group B will see the message.
