My provisioning link is not working.

I am trying to evaluate whether this will work for me. the provisioning link is http://[my name].my3cx.ca/provisioning... but it is not responding.

It won't in HTTP unless you're local to the PBX and using Split DNS.

Use HTTPS to test from your browser but know that you will only see a 403 Forbidden page. Your phone appends a suffix for it's config file name.
