Ok Iv setup extension its ok - green (on c450ip siemens phone)

Iv setup VoIP provider - ok, its green

How to hell to make a external call, on any PSTN central is 9 conventional exit, but here?

For example how to call germany (+49 xx xxx xxx)?

Outbound rule!

You need to create one so that 3CX knows that all calls starting with a 9 (or 0 or whatever) are intended to go to the VOIP provider.
In the outbound rule you need to strip the first digit (which is default), since the 9 shouldn't be provided to the voip provider.
