Restart ALL services - we are discussing this internally. For now restart the configuration service and that restarts all dependant services. (Nearly all except 2 non major services)

Or do you mean you have to go into Administrative Tools-> Services in Windows to do this ?

That is correct, as from there any other services that are dependent on the one you are restarting will also be restarted.

I did a clean new install new of V15 and there are no templates in there at all. This version release is very premature, not impressed at all so far

Where exactly are there no templates, folder path? Also you said clean install, that means that you did not restore a backup right?
