Phone upgrade issue

When I try to upgrade a phone by the management console I get an error:
The process cannot access the file '/var/lib/3cxpbx/Instance1/Data/Http/Interface/provisioning/XXXXXXXXXX
/firmware/yealink/T4XS-66.83.0.55.rom' because it is being used by another process.

I have restarted the services and rebooted the server but am still getting the same issue.

When I manually upgrade phones I have no issues
Any ideas?

sounds like file permissions, see if you can ls -l in that directory and see if the file exists.

Alternately as a test try and place the full provisioning link into the phone directly and see if it takes, this may qualify a few things for you.
