Solved Phones not ringing incoming queue call

Hi, i have started noticing (about a week ago) that incoming queue calls do not ring the phones or all phones that are in the queue.

it is about the same as this post

The agents are logged in and their status is available.the number of calls in use (on the dashboard) is accurate.

What happens is (1. that the next caller in queue does not ring the agents phones(s) when they are done talking to the person that was first in queue. after they hang up the next in line will still be in waiting in queue untill i transfer the call manually to 1 of the phones in the queue directly.
(2. i also notice that not all phones will ring (even if they are both not on a call) instead just 1 of the 2 will ring or none at all.

all our queues are set to ring all agents when the queue is called. they are all logged in and in the available status.

The quickest fix is to take them out of the queue list > save > and then re-add them but even this method does not always work next to it just happening again a few hours later or at least the next day for sure. restarting the server or service will definitely fix it immediately but with the same result, after a few hours or at least the next day it will start doing it again. logging them out and then back in again does nothing.
it doesn't seem to be anything specific as it does it to all of our queues.

has anyone ever found a fix for this massive problem? i have seen more then a few posts with the same problem (most locked for further comments) but no solutions yet.
 
OK... with help i found out what it was. this is kind of embarrassing but it was the Wrap Up Time settings. i actually thought that was the time you'd expect an agent to finish the call so they can go on to the next customer. but that is not it. set it back to 0.
