PSTN Lines through PAP2?

hi all, i have tried the tutorials for other devices but had no luck getting it to work.
could someone please let me know if the Linksys PAP2 is usable for the "PSTN Line" Functions?

e.g.
VoIP Provider is down, can outgoing calls (via outbound rule) be routed through the PSTN Lines, (PAP2 connected to Landline)

Yes that is possible and you have to tell the Linksys about that.

It is called VoIP Fallback to PSTN (Auto PSTN Fallback, generally found under the SIP config on the Lynksys also known as Line 1.

PAP2 should be unable to support landline. The 2 FXS ports for analog phones only. The port for support landline should be FXO port.
 
PAP2 is a ATA device it will allow you to connect 2 analogue phone to it. But vice versa is not possible. To connect a PSTN line you need a FXO Gateway.

Linksys do a SPA 3102 that does FXO for about £50
 
sorry linksys also do a SPA 3000 or sometimes it's called a sipura spa 3000
