We just installed 3cx on amazon EC2 and then realized a static IP was in order. I changed it and lost access to the installation. I removed the static IP but it just handed me a new DHCP address different from the last. Now I can't sort out how to access it. If I try to access via the IP I get a connection refused error. The 3cx console still attempts to access via the original IP and I see no way to change the IP is it attempting to connect to. Any guidance would be appreciated.

connection refused sounds like you are on the wrong port.

browse to the new ip: https://10.10.10.10:5001 not the fqdn, you will get a cert error but just go past that.

You can use a cert checker to check the cert and tell you if you are in the wrong vm, I like digicert myself:

https://www.digicert.com/help/ just type in the ip and port like so https://10.10.10.10:5001

it will give you an error but it will tell you the fqdn in the error:
Certificate does not match name: 10.10.10.10
Subject **********.3cx.us

You can also port scan your ip, you should see open ports that match what a 3cx install should have, if you do not it maybe the firewall setup.

Hope that helps.

That got it! Thank you so much! I was able to recover it and change the IP and all is well now. :-)
