Recovery on timer expiry

Hello
We have 3cx phone system enterprise edition + voip gateway patton sn 4960 with E1 (to provider).
In this configuration we can to make up to 30 inbound calls simultaneously and only one outbound call.
During attempting to make second outbound call , call fail.

How can we increase this timer in 3cx?
