Redirect to external number if not registered

Hi all

i made a rule for redirect all calls to an external number in case if the voip-phone isn't registered.
So far so good. But the log say: "Call is terminated" after 2 tries to reach the phone.

This is extremly bad because this is why i made following rule (sorry, in german)

what voip provider do you have?

do you follow the outgoning rules for the redirect-target?

i had for outgoing a rule to just allow from the internal ID.
