Should I expect to pay the prices listed on the 3CX website here? Or will the re-sellers tack on a fee?
Will I have to pay tax on the renewal?

That is the list price. All resellers should charge you that and if anyone tries to charge you a penny more find another reseller

The price on the website is the price you should pay for the software only. Note this does not include technical support or configuration. So if you want more than just the pure software (i.e. someone to install it and configure it for you) then you must negotiate how much that support or configuration should cost.
