Restoring a Backup on a new server

I have a 3CX server running for a few years. I did a full backup using the Backup and Restore tool a few years back. So I have the backup. But now my server has failed. I need to install 3CX on a new server and I have the backup files. However, following the instructions on the following article: https://www.3cx.com/docs/manual/pbx-backup-restore-failover/#h.2a3yvcw23lo4/ it says that I have to De-active the Free license on the old server before restoring it on the new server and then re-activate the license on the new server. However, being a backup surely you will have situations like this where you need to restore to a new server because the old server is no longer accessible. How do you get around this?
 
Before you proceed, what exact version of 3CX were you running? (i.e. V15.5.15502)

Also you need to check your backup file to see what version you had when the backup was made (if its from years ago especially). This can be seen in the XML file in the root folder of the backup archive.
