We have 3CX running in a fully air gapped environment but are unable to register new users as a password is required for them but they do not have email. Is there someplace in the admin area where we can manually set passwords for the users?

@william.hanley for the web client there is no such place as for security reasons, each user must setup their own password.
You may open the admin console and on each user open the QR code from the General tab and they can scan it and provision their 3CX clients.
Or you may setup complex passwords from your side by setting up your email and then send them the extension number
and the password that is set.
Also 2FA is highly recommended to be set : https://www.3cx.com/user-manual/web-client/

@william.hanley You can easily get around this issue temporarily by using an email that is not currently in use. What I typically do in this situation is take an alias I made for my email address, create an extension, and assign that alias to it. Then, I send a password reset request for the account, log in, and set a temporary password for the user. Once the password is set, I go back to the extension and put a fake email address there for the user; they can then use that fake email address to log in. This doesn't cause any issues for the user.
