I disabled Secure SIP/TLS without copying the data. I have backup and can see PEM files in certificates, is it possible to recover the data from the backup without resoring from backup?

The content of those fields is the same that is contained in the PEM files found under

.\3CX\Instance1\Bin\Cert

You will find the key and cert PEM files there so you can copy and paste their respective contents in each box in your management console.

This is hosted in google cloud, I tried accessing with winscp but the admin password did not work, do you know how i can access?
The backup files seem to be encrypted, is it possible to decrypt the certificates in the backup zip?

The admin password is for the management console. It has nothing to with the OS level login. Depending on how you setup the GCP instance you either need to use public key authentication, set the root password yourself during install, or need to reset the password and/or install a new public key via the Google Console. IIRC you may also be able to do a web-based SSH from the Google Console.
