Should QUOTA_STOP_VM be set to zero when STOP_VM set to zero?

When setting STOP_VM to zero to re-enable voice mail, should QUOTA_STOP_VM also be set to zero?

I couldn't find any documentation on STOP_VM or QUOTA_STOP_VM https://www.3cx.com/docs/parameters-table/
