Simultaneus ananswered calls

Hello everyone,

can any one clarify the following?

Do unanswered calls (not in a queue!) that are still ringing and are not yet connected to any extention or digital assistant count towards the total of the licensed number of calls?

This question arises out of the following explanation from 3CX support:

If a complete circuit hasn't been achieved yet it is still a call.
