So I added the Base there, how do I add handsets?

The handsets need to register to the base. You may check the guideline below for further clarification:

So just the base is needed on 3cx

The PBX is connected with the base. From the management console you can also configure which extensions will be assigned. The handsets will then register then to the base. This is all explained in the provided guideline.
