Solved Unable to get Grandstream 2170 to Provision.

I have the following configutation.

3CX version: Standard Annual 16.0 Update 6 (Build 655)
Server OS: Raspberry Pi
Not Hosted
Provisioning Method: Local
Trunk Provider: voip.ms
Firewall Checker: Yes
Custom Phone Templates: No

I have been able to get the Apps and an Grandstream 802 to provision properly, But I am unable to get the Grandstream 2170 to provision. I have tried to both automatically and manually provisioning the phone and I have not been able to get the phone to show up in the phones tab. Is there any other way to get the phone provisioned.

Phones are same LAN as PBX, no VLans?
Did you factory reset phone before trying to provision?
Is 2170 firmware up to date?

The phones are on the same lan as the PBX. I factory reset the phone several times trying to get this to work. I tried version 1.0.11.10. It worked for a little and then I started to get an error about unsupported firmware. I have downgraded to the version available on the 3cx web site 1.0.10.6, but no change.

So provisioning is the act of getting the configuration from 3CX on to the phone vs registration which is the act of the phone taking the configuration and using use it to register/connect to 3CX. If you aren't provisioning then it's either your provisioning method is incorrect or the IP the phone is trying to connect from is blacklisted. Check the blacklist and make sure that's not the case. And how are you trying to provision the phones?

I don't know what is happening. I have noticed and cleared the entry in the blacklist several times and nothing changed. Suddenly the system is working again. I am not sure what has changed. The only difference between working and not working was running Wireshark to see what was going on. It's provisioned and registered, and I am able to make calls. Thanks for your help.
