The concept of groups will be perfect for this environment you describe. Each area will be in a separate group and therefore have its own office hours and holidays. It will not be done at DID level but at Group level. You can define the rule just one time. Even if you want to change one area all things below it will inherit this time.

So please wait for update 6 (when we will release and explain groups) and you will see less need for CFD or dummy extensions.
