V20 - Unable to access Admin > Users

I just upgraded our in-house PBX to V20 and installed all avaialble updates to it. When I click on Admin and go to Users it redirects me to the /people page. I have rebooted the server, all services and tried an Incognito browser window and the behavior is the same. Has anyone experienced this or have any ideas to resolve? I have not tried reinstalling from scratch yet.
