Video Phones - Outside Calls

I haven't seen anything as such, but I wanted to confirm.

Are there any plans for a video phone to be able to conduct video calls with anyone from the outside world via any method?

Are there enought devices, and providers using common "standards" to guarantee reliability, at this point? That fact that SMS is still not universal, across all platforms, probably says a lot.
