Is your source not registred too high level decibel generating some distorsion?

What are you using to generate the file in the first place?

I know I had this issue when creating audio files with AWS Polly. Once I started changing the bit rate to 8 kHz (which was not the default) it solved my issues.

I recommend using Audacity. You just import the audio file, then simply go to export it with your required parameters.

Another vote for Audacity. The tool is free and works perfectly.

Also with Audacity you can convert multiple files all at once. Huge time saver when converting multiple files.

i will use audacity. but before they made the change on the audio converter, i was able to run about anything through there and it came out great. Also, there were fewer steps involved.
