All group permissions limited by User role permissions

I don't know that this is supposed to be intentional, as least as far as I understand groups and role permissions, but we're seeing this in 18.0 update 4.

Members of a group only have the permissions of the user role, regardless of role assigned.
IE. If I remove see presence from the user role, then those with the manager role also lose the ability to see presence. Here's an example, this user is set to manager.

I go into the group and edit the permissions:
Managers have all the rights:

Users I've removed see presence:

Manager can only see himself:

Re-add presence for users:

Manager can see everyone in the group:

If this is the expected behaviour then Users will always have just as many rights as managers... That can't be what was intended. Does anyone have any idea what's wrong here -- either with my assumption, the way I'm adjusting rights or known bug?

Where do you set up the rights?
On the users individually or do you define them on a user group or manager group basis under Groups?
 
Setting the permissions up under groups. So changing the User role permissions in the Groups, limits the individual's rights when their role is set to receptionist.
