Avoid voicemail

So telemarketers want to connect directly to someone's voicemail to leave a message, I want to do the exact opposite but is there a way?

My desire is when I call someone not to be connected to their voicemail even if they have their phone off or are out of coverage. There are 2 reasons for this the 1st and very important not to get charged and the second - because I dont have a voice message to leave.

Is there any way to automatically stop the call before it goes to voice mail(code or something)?

The only way to single out "certain" callers is by caller ID, or some sort of response to a question.
You can blacklist a number, if it is a repeat caller, unfortunately that isn't the case most of the time. You can also "deal" with certain numbers using the Caller ID options at the extension level.

The other option, and this really only works with automated telemarketers, is to send callers to an Digital Receptionist. To complete a call, a user has to press "something" to continue. This weeds out non-human callers.

This sort of service is offered by many PSTN providers to residential (and possibly business) customers.

The system has no way of knowing that the call will be routed to voicemail. Even the duration of the call ringing before reaching voicemail may differ from provider to provider. The system will send an Invite out and will wait a response from the provider to know if the call is answered, ringing, failed etc. This is something that is completely out of the control of the PBX.

can I tell the scrip close the call after 4 rings for example
 
I am not aware of a way to do that as the system does not have this functionality but you can hang up after the 4th ring if you like.
