Solved Bounce back extension from cell phone to Vmail

We are running 3cx professional
15.5.0

I received a request to perform the following:

When getting a call (internal or external), forward to an extension with a cell phone forward enabled. If the cell phone does not answer within a time period,

Send the original call to certain extension Vmail.

I tried the following (added an extra step to not mess up with our current config):

Created a temp extension A that forwards after 1 sec if available to extension B.

If extension A is not registered forwards to extension B(what should happen).

Extension B is set up to ring mobile for 5 sec(Never does this) and if busy or if the call is not answer on time, forward to the Ext X VMail(completes the call without ever checking on the cell phone).

The issue I run into is that extension B is never registered since there is no Cell phone Extension (meaning without 3CX client or IP phone)

Is there a way to show extension B as available to trick 3CX to complete the call?

Is there a way to perform my request better?

Will we need an enterprise license to make this work?

Wow you are trying to make things complicated for no apparent reason :) The feature you are looking for is called rebound. You simply want to set the 'Forward to Mobile' option, check the box for Rebound and then make sure you have the mobile number set on the General tab and it's properly formatted to go out the trunk.

The first step is to remove the dummy extension as it is really not needed and it only complicates the equation.
Then fill in the mobile number under the mobile field of extension B.
Navigate to the forwarding rules of extension B and enable the option "Ring my mobile simultaneously"
Click OK to save your changes.
At this point you will see that the extension appears as registered.
Enter the forwarding rules of extension again and setup the forwarding to the voicemail box required.
As the call will be forwarded to a mobile number make sure that the timer in the PBX is less than the time ti takes for the voicemail of the mobile phone to answer.

If the mobile is still not ringing check your outbound rules.

If the cell phone user declines the call or doesn't have service the call goes to the cell phone voicemail rather than the voicemail of the extension. Any possible way around this?
 
Other than removing the Voicemail service from the Mobile, no. Ring time on the mobile can usually be extended (but only so much), to give the user more time to answer, before the call returns to 3CX, but if the mobile is not reachable, the call will immediately go to voicemail. No way around that other than disabling the service.
 
The rebound feature is designed for this but it won't work with ring my mobile simultaneously.
