There this issue was examined.
Task: i need to tune up VIP extension. This extension must be available for 20-30 callers (based on caller ID). This can be external (through SIP trunk, external partners) and internal (secretary) callers.
This solution offers to block only particular numbers, it can be more than one, but i can't add ANY OTHER THAN number.
For example, i need to allow only number "1234". I can add exception rule "for numbers 0000-1233,1235-9999 end call":

All seems ok, but what if this VIP extension receive call from caller +123(456)789-0123?
While VIP extension haven't route from SIP trunk, we know all possible numbers and can expect it in our rule, but this isn't our situation.
I can't add exception rule "for numbers * end call":in this case call from extension "1234" will be blocked too.
So, how can i block incoming calls from ALL numbers, except some particular?
