When following : https://www.3cx.com/docs/voicemail-transcription/
STEP 10 - no longer valid
In the “API restrictions” section, select the “Restrict key” option and then the “Cloud Speech-to-Text API” to restrict access only to this API.
Cloud Speech-to-Text API is not listed anymore.
I choose "Google Cloud APIs" in hopes its a sub API of the bundle, will find out after the refresh timer google says you have to wait.
May need some updating to this article.
EDIT: UPDATE 1:
Well according to https://cloud.google.com/apis/docs/overview
The Text to speech API is a sub api of cloud api.
So choosing that option 'should' work.
I setup the rest as listed and set the api key in 3cx as described in the article. I waited the time required plus some from google side. The word Transcription pops up in the email and a copy of the voice mail, however no transcription is occurring.
I thought maybe it was due to a restriction by IP so set it to allow from anywhere on the Compute Engine for Google APIs. (Hosting in Google Compute Engine)
Still nothing... Enterprise 3CX license v16 Release
