Holiday Prompt as per queue

Can I create holiday or out of office prompt as per queue ??

It's not possible to create such a thing at a queue level.

You could create dummy extensions that act as a firewall per queue and can configure some routing there I suppose.

Creating a "routing/dummy" extension as @kieferschild mentioned should allow you to achieve this.

If nobody is logged into the queue, the call could immediately fail over to a voicemail box that has all the desired prompt options including a holiday prompt.
