Inbound calls getting fax tone.

Outbound calls are working fine. Inbound calls are going to what sounds like a fax handshake tone. As I understand startup has no faxing capabilities (so there's nothing for me to disable), and I am unable to see any logs. I do see that the system is receiving the phone call and routing it to the correct user, but all the inbound caller is getting is a fax tone.

Any suggestions would be greatly appreciated.

So the call comes in and the it goes to the correct user but does that user see the phone ringing? Can the call be picked up?
Where are the calls supposed to go? Directly to users or a Digital receptionist / Ring Group / Queue?
