Any recommendations for a SIP phone provider in Mexico?

Worth contacting some of the world-wide providers and seeing if any of them can provide you DDI's for your country of choice: https://www.3cx.com/partners/sip-trunks/worldwide/

If not you will need to simply look for an un-supported Mexican SIP trunking provider and set them up as a "Generic" SIP trunk in the 3CX interface.

Not something I would normally encourage but if there are not other options it would be the only thing you could do.

Check didlogic, you can have national and Mexico city numbers.
