Outbound rule with + in callerid

In South Africa here (Tanzania, Mozambique and others) the callerid has a "+" rather that the two leading zeros for international calls and local calls (local calls are all prepended with +27 <South African country code> rather than the leading zero). Out providor and I have tried many rules to strip this off but it seems that the "+" make the number skip ruel processing. The reason for this is to return a call without punching in the number and just using the redial button.
