Seriously? Who came up with setting this VM in 3CX? No availability set, no site redundancy? What if the data center tanks what's it going to be?
Please let me know what are you doing to remediate this?

I can only presume that pbxexpress is intended for demo purposes.

Spin up your own VM with the Debian 9 image available on Azure (with whatever network settings and redundancy you require) and then install 3cx on it.

So typically when I install software it default to 'Express' and then there's this little button that says 'Advanced'. You are looking for the advanced button and in your case that would be a manual install.

So I managed to fix this properly. I've installed 3CX on debian in Azure created high availability for this VM and also a disaster recovery on to a different data center. This PBX Express is for newbies. This should be disclosed upon deployment that your server hosted with azure or any cloud provider if there is maintenance done on that server or the site has an outage you will NOT have an operational phone system!

What method of high availability / redundancy are you using?

When creating the VM you will need to create a resource for High Availability this case I choose 2. This just tells MS that if they are working the rack this VM needs to be up, they will manage the rest. I created a disaster recovery in the event the data center has an outage, like it has happen before, then this VM will replicate to another data center. However you will need to have a copy of Debian that is supported at that other location, meaning you can't update to the latest Debian OS. You have to be very careful when deploying these thing in production environments you want to make sure availability is always ON.
