Queue in Mini edition

According license policy Mini Edition have 4 simultaneous calls.

If I organize queue with 4 operators (who always busy), how many inbound callers can hold in queue simultaneously?
unlimited or zero?

none. If those agents are always on the phone no extra licenses will be available... A company with 4 agents best buy the 8 sim call license....

As I understand each caller in queue "eat" 1 call from license.
