A customer asks me to set up a user who cannot see the company address book?

You could block this on a hardphone (disable xml download), but I would guess that you do mean also the WebClient and smartphone APP, where this can not be 'disabled' on 'per user base'.

Is it not possible to use a compatible SIP client smartphone application?
 
of course, 3CX uses SIP standards.
 
Ok but internally it works because you use the 5060, but externally when the smartphone leaves the company
 
If you allow unsecure/non-tunnel connections you can connect - you will need to evaluate the risk associated with any convenience.

Ok so the only solution would be to create a 3cx instance for these users and enable a trunk bridge between the 2 switchboards so the second new 3cx needs a license it can't be Free

Department/Multi Tenant Phonebook​


In addition to the company wide phonebook, you can now have a separate phonebook for each department. If you’re running a multi tenant edition of 3CX then this department phonebook will be the company phonebook for the tenant. The department phonebook is available from the apps and the client and will be used for contact matching as well.

Not just for MCM. This is still in alpha but the way I imagine it, you'll be able to put the company phonebook contacts into a department phonebook instead, have everyone in the company in that department except that one extension which you can put in a different department.

Then that extension wouldn't be able to see the phonebook. It's still in development, there might be some limitations but I think it's the best chance of achieving what you want to do here.

I don't know the release date sorry, also looking forward to stable. But no you don't need Enterprise for Multi-Company.

And just in case it wasn't clear you don't need to switch to Multi-Company to use the department address book - in fact I think your requirement of blocking one extension from viewing the phonebook wouldn't work in MCM anyway since departments are completely isolated from each other in MCM.
