raspbian |= Debian
so no it is not showing there

Then what does this mean?
 
Raspbian ≠ Debian

Because it is a customized version of Debian for the Pi and not everything is the same as stock Debian

To clarify:
  • Instance manager is available only on the PC Debian version, and not on Raspberry
  • Not on Windows
  • Not on anything less than V16
  • Not on Hosting Admin configured instances
  • Not on Failover instances

there is nothing odd, for PI there is no instance manager, nor on windows.

Here is my issue. Is the problem that raspbian isn't debian, or that it's a Pi period. Will I waste a bunch of time installing stock debian on the Pi just to find out that it's the ARM platform that isn't supported in instance manager, or is it raspbian that is the problem?

The quoted text is ambiguous and in that ambiguity it's contradictory.

If it's a raspbian issue, then why is the official documentation telling me to install raspbian lite instead of debian?
