As mentioned before, 3CX has no way of controlling the Volume levels of the recorded voicemails.
The few rare cases of people being able to do so by either their sound card settings or even the Windows Media Player Volume slidebar still have nothing to do with 3CX.
It's possible that Realtek Soundcards have a way of controlling the volume levels of the recording codecs, but that's just for a lucky few that have an Integrated Realtek Chip on their servers or for people who have bought Realtek Sound Cards.
You can always make a feature request for this since it's a so much wanted feature.
