VoLTE calling No 180 Ringtone

Hi Expert,

I am testing wireless router VoLTE calling and having an issue with calling Router. When dialing from my iPhone there is no "180 Ringtone" response. the same network from iPhone to iPhone call is successful.
please help me with what is wrong.
