When changing the name of an extension it does not provision to the phones.

I have changed 2 users on the 3cx web portal and sent down provisioning commands to the phones however the phones do not change, the phones have been rebooted and does not change names although on the portal it shows the names have changed on the extensions,

version 52.83.0.20
 
So I guess the question is are the phones provisioned properly in the first place? I'd start by factory resetting one of the phones and then re-provisioning in to see if it receives the correct info.

Firstly you should upgrade the firmware to the latest supported version:

In V15.5SP6 it should be 52.83.0.55
In V16.0SP1 it should be 52.84.0.35

Next, ensure that you have also updated the templates (if pending) and that you are not using custom templates instead of default ones.

You haven't mentioned how the phones are currently provisioned, but as @cobaltit suggested you should reset one phone and provision it automatically via the phones section. This ensures that the PBX can reprovision your phones as needed and will daily keep them updated when making changes, even if you don't send a reprovision command manually.
 
Have you checked the limitations on the phone - https://www.3cx.com/sip-phones/yealink-t20p-t22p-t26p-t28p/

If phones are remote, you will need to disable certificate check on the phone.

Have you logged onto the phone webend, and checked the provisioning url, to the one displayed under the Phone Provisioning Tab.
 
OP mentions the T21P_E2 which is different from the T21P so I don't think there is an issue with the certificate check.
