Channel Limit problem

I have two trunks setup. One with a limit of 3 (used for inbound calls only) and another with a limit of 4 (outbound calls only). When placing calls sometimes they get the channel limit message. Doesn't seem like either trunk is maxed out at the time.

SIP response is from your provider, you'll need to ask them.

I would normally agree but why am I even reaching the limit? We don't have 4 outbound calls active and all outbound rules are assigned to the outbound trunk only.
 
Did you assign any limits when setting up the trunks with your provider? As mentioned, the message is coming from them, not a 3CX limit message. Could be a routing issue that they are having.

Are the 7 trunks with the same provider? Perhaps here is a limit that is being applied to all 7 that was supposed to apply to only one "group".
