I see on the our license that we are allowed 10 meeting participants, and 4 simultaneous calls.

During a audio conference today (with 4 participants on one sip trunk), we were notified that we had reached our sim call limit of 4 and all other calls are rejected.

Is this the normal behavior under the terms of the license?

yes, it is normal -- you are allowed to have 4 simultaneous calls (sip) and 10 participants in webmeeting (webrtc), these are different technologies, sip is used for normal audio calls (via sip trunk providers) or between extensions (ip phones), while webrtc is used in webmeetings over internet, hosted on a server, managed by 3CX.

Is there a way to increase the 4 sim license to 8 sim calls?

Yes, Purchase an upgrade to your 3CX License :)

Speaking of this, whats everyones ruld of thumb for licesing when quoting out a new system? one to one? try to guessbased upon call volume? we just sold a 4sc to a small office of 6. they actually hit the limit the other day.

the marketing literature says 1 sim call per 4 extensions. Not so much.

It is a case-by-case basis.

A call center will require a higher contention ratio than an auto mechanic.

There is a math theory on the topic, it is not marketing.
The PBX load is measured in Erlang C. For a normal office (with load 0.1 - 0.2 Erlangs) you need typically:

4 SC for 8 -10 extensions
8 SC for 24 - 30 extensions
16 SC for 64 - 80 extensions
32 SC for 160 - 200 extensions

and so on. Search internet for Erlang C.
